Now, if you open that photo in its own tab, it’s 1024×683
If you go to my homepage and look for the same post, and inspect to find that featured image size, it’s 1140×760. I have no setting that’s causing this, but it means that none of my articles will show up in Google Discover since the minimum image size is 1200×800, which is the size I upload the featured image at.
I can’t figure out how to turn off this resizing of the featured image so that it will show up at 1200×800 like I want it to.

Seems that on your website you have extra thumbnail dimensions. WordPress by default creates image size version to use on different places across the website.
To better investigate the case we need to access your website admin panel and check for the source for this image sizes.

I’m sorry for not getting back to you sooner, we were off for a while.
So images that you mentioned are resized by the theme and WordPress options, to be more clear it creates different versions of the uploaded images which are called thumbnails – thumbnail versions of the same image to use on the website in different sections. As we see from the website your original images(some of them which are 1200×800) are used as a featured image of the blog posts,so the thumbnail size version for the image is regenerated and now they are 1140×760 in size. https://prnt.sc/NheVf9rQfyXX
