You can see that on ashe theme actually you have more speed in google page speed insight then on anissa theme but the theme is not issue in your case, you have server response related issues and you have lot of plugin installed which generating a lot render blocking JS.
You need to fix all this issues and you will be fine with speed, if you are not expert in this field then you need to hire someone who wil lhelp you. But at first time you need to upgrade your hosting plan or change it.
This is not theme related issue all around.
